Understanding Fuel Pricing Structure in India
India follows the Dynamic Fuel Pricing Mechanism adopted in June 2017. Under this regulation, retail prices of Petrol and Diesel are revised daily at 06:00 AM IST by state-run Oil Marketing Companies (OMCs) – Indian Oil (IOCL), Bharat Petroleum (BPCL), and Hindustan Petroleum (HPCL).
1. Base Price (Crude & Refining)
Cost of purchasing international benchmark crude oil (e.g. Brent Crude), ocean freight, refinery processing margins, and domestic transport.
2. Central Excise Duty
A standardized federal tax levied by the Government of India, uniform across all Indian states and union territories.
3. State VAT & Local Cess
Value Added Tax charged by respective state governments. Because state VAT ranges from ~14% to 30%, fuel rates differ significantly between states.
4. Dealer Commission
A regulated commission paid to petrol pump franchise dealers for operating fuel stations, dispensing pumps, and maintenance.
